My son and i have been staring at this so long, our eyes are crossed.
He insists it’s a drop of water. I say no. The graph pattern in the reflection has me befuddled.
My closest guesstimate would have to be a black textured marble or something, something reflecting a fluorescent light fixture above it, maybe?
If there’s one thing we’ve agreed on, it’s that we’re convinced it will be something simple that will make us say, ‘aaaaaah, duh, we’re so thupid.’
This is gonna make me crazed. I hope you post the answer before my brain betrays me and runs away.

these challenges are so fun! My guess would be that you were looking through a grate in the city, to the dirt below the grate where water pooled, giving the reflected image of the grate above.

HERE IS THE ANSWER
DON’T READ THIS IF YOU DON’T WANT TO KNOW YET!!!!
It’s a well. In Scotland you see this kind of well pretty much in any castle you go to. This one is taken at St Andrews Castle in, yes, you guessed, St Andrews!
What I did was hold the camera over the well pointing the lens between the wrought iron bars that you see reflected in the water at the bottom of the well. The bottom of the well is probably about 15 feet away. All these castle wells have these typical heavy black wrought iron grates over them to stop you falling down the well. You can see the blurred edges of the iron work at each side of the photo. The water looks so BLACK but the reflection on the surface is the sky which makes the middle of it looks so nice and shiny.
These are the wells that were THE source of water for the castle when the castle was inhabited.
Aaaaahah! Just as i suspected. A thingamajobber!
